SVAMITVA Scheme: Survey of Villages and Mapping with Improvised Technology in Village Areas
The SVAMITVA Scheme is a transformative Central Sector Scheme launched by the Ministry of Panchayati Raj to provide an integrated property validation solution for rural India.
For centuries, while agricultural lands were surveyed and registered under revenue records (7/12, Khasra-Khatauni, Patta), residential abadi areas (Gaothan / Lal Dora) in rural villages were un-surveyed. Villagers possessed physical possession of their homes but zero statutory title deeds, making it impossible to monetize their residential property for bank loans and fueling endless civil boundary disputes.
SVAMITVA utilizes state-of-the-art Continuously Operating Reference Stations (CORS) and survey-grade drones to map every village home with 5-centimeter geospatial precision, issuing legal Property Cards (Svamitva Cards / Sampatti Patrak / Gharghari) to rural homeowners.
1. Key Objectives & Ground-Level Benefits
- Financial Asset Monetization: Villagers can pledge their officially issued SVAMITVA Property Card as collateral to secure bank personal, agricultural, or micro-enterprise loans.
- Elimination of Village Property Litigation: Precise drone demarcation permanently resolves historical family and neighbor boundary disputes.
- Accurate Gram Panchayat Planning: Enables Gram Panchayats to construct scientific GIS-based development plans (roads, drainage, water supply) and issue formal building permits.
- Property Tax Collection for Panchayats: Creates transparent local municipal property registers, empowering Panchayats to generate own-source revenue (OSR) for village amenities.
2. Financial Scale & Progress Across India
- 100% Centrally Funded: The entire cost of drone surveys, CORS network establishment, and property card printing is borne by the Government of India (Zero financial cost to villagers).
- Coverage: Over 6.6 lakh villages across all 28 states and 8 union territories.
- Card Generation: More than 2.1 Crore legal property cards generated and handed over to rural families.
3. Step-by-Step Implementation & Application Process
Cultivators do not need to apply individually through complex forms; the process is executed at the Gram Panchayat level in 5 structured phases:
Phase 1: Village Notification & Ground Marking (Chunnamarking)
- The District Revenue Administration and Gram Panchayat announce drone survey dates via beat of drum (Munadi) and public notice.
- Villagers, in the presence of the Gram Pradhan / Sarpanch and Patwari / Talathi, mark the physical outer boundaries of their residential plots, courtyards, and cattle sheds using white limestone powder (Chuna).
Phase 2: High-Resolution Drone Survey Flight
- Survey of India (SoI) teams fly professional survey-grade quadcopter drones over the village abadi at an altitude of 100 meters, capturing high-resolution orthorectified imagery with 5 cm accuracy.
Phase 3: Spatial Map Creation & Public Inquiry (Vivad Nivarana)
- Survey of India processes raw drone imagery and compiles a draft village spatial property map.
- Revenue officials display the draft map in the Gram Panchayat office for 30 days public inspection.
- Villagers can examine plot boundaries, verify owner names, and file any boundary corrections or objections.
- A joint committee (Tahsildar, Survey Officer, Panchayat Secretary) inspects disputed plots and resolves claims on-site.
Phase 4: Final Inquiry & Digital Property Card Generation
- Upon objection resolution, final serialized Property Cards (Sampatti Patrak / Gharghari RoR) are generated in the state land records database.
Phase 5: Distribution & Online Download
- Physical laminated Property Cards bearing a verifiable holographic seal and QR code are handed over to homeowners.
- Farmers can download the digital copy instantly via DigiLocker or the state land records portal.
4. Mandatory Documents Required During Survey
Keep these documents ready when the survey team visits your village:
- Aadhaar Card of the household head and co-owners.
- Family Ration Card / Parivar Pehchan Patra.
- Old Gram Panchayat House Tax Receipts / Electricity Connection Bill.
