KALIA Scheme Odisha — Now Replaced by CM-KISAN Yojana

Odisha's KALIA scheme is now CM-KISAN Yojana: up to ₹10,000/year for small farmers, ₹12,500 for landless households, insurance cover, eligibility & how to apply.

Overview

The KALIA Scheme (Krushak Assistance for Livelihood and Income Augmentation) was launched by the Government of Odisha in December 2018 as a direct cash-support programme covering small and marginal farmers, sharecroppers, and — uniquely at the time — landless agricultural households. It combined cultivation assistance, livelihood grants, life and accident insurance, and interest-free crop loans into a single welfare package.

Important update: Following the change of state government in 2024, Odisha restructured KALIA. Since 8 September 2024, new cash-support disbursements to farmers are made under the CM-KISAN Yojana (Chief Minister Krushak Income Support Scheme), which absorbs KALIA's core objectives and dovetails them with the central PM-KISAN scheme. Farmers already enrolled under KALIA can still use the original KALIA portal to check legacy payment history, complete e-KYC, or raise a refund/grievance request, while all fresh registrations and current annual instalments now run through the CM-KISAN portal. This page explains both the original KALIA structure and what it means for farmers today.

Key Benefits

As originally designed under KALIA (2018–2024):

  • Cultivation Assistance: ₹10,000 per farming family per year (₹5,000 for Kharif + ₹5,000 for Rabi) for seeds, fertilizers, pesticides, and labor.
  • Livelihood Support for Landless Households: A one-time ₹12,500 grant to start allied activities such as goat rearing, duckery, poultry, mushroom cultivation, or bee-keeping.
  • Support for Vulnerable Households: ₹10,000 per year for elderly, disabled, or distressed landless agricultural laborers.
  • Life & Accident Insurance: Free life cover of ₹2,00,000 and personal accident cover of ₹2,00,000 for enrolled members aged 18–50.
  • Interest-Free Crop Loans: Crop loans up to ₹50,000 at 0% interest through cooperative banks.

Current status under CM-KISAN (2024–25 onward):

  • Small and marginal farmers receive ₹4,000 per year from the state (in two instalments of ₹2,000), which, added to the ₹6,000 per year central PM-KISAN benefit, brings total annual support to ₹10,000 for eligible overlapping beneficiaries.
  • Landless agricultural households continue to receive ₹12,500 in livelihood assistance, paid in three instalments.
  • Beneficiaries who already hold KALIA-linked insurance cover continue to be serviced under the applicable insurance provider until policy renewal cycles are updated by the state government.

Eligibility Criteria

  • Applicant must be a permanent resident of Odisha, residing in a rural/gram panchayat area.
  • Small and marginal farmers (cultivating land, including sharecroppers and tenant cultivators) are eligible for cultivation/income support.
  • Landless agricultural households whose livelihood depends on farm or allied agricultural labor are eligible for the livelihood grant.
  • Applicant must not be a government employee, PSU employee, income-tax payee, or an existing pensioner drawing a monthly pension above the prescribed threshold.
  • Only one member per family (as identified by ration card/family ID) can be registered as a beneficiary.
  • Age for insurance-linked benefits is restricted to 18–50 years.

Documents Required

  • Aadhaar Card linked to an active bank account.
  • Ration Card or Odisha State Food Security Card (for family identification).
  • Land records (RoR/Khatian) for landholding farmers, or a local certificate of landless status issued by the Gram Panchayat/Revenue Inspector.
  • Passport-sized photograph.
  • Valid mobile number for OTP verification and SMS alerts.
  • Bank passbook or a cancelled cheque with IFSC code for DBT credit.

How to Apply

  1. Check existing KALIA status first: Visit kalia.odisha.gov.in and use the "Beneficiary Status" option with your Aadhaar/registration number to see if you are already enrolled and whether your e-KYC is complete.
  2. New applicants: Register on the current CM-KISAN portal through your local Common Service Centre (CSC) or Gram Panchayat office, since fresh enrolments are processed there rather than on the legacy KALIA portal.
  3. Submit documents: Provide Aadhaar, land records or landless certificate, ration card, and bank details to the Village Agriculture Worker (VAW) or Panchayat Executive Officer for verification.
  4. Field verification: Revenue and agriculture department officials verify landholding status or landless classification before approval.
  5. e-KYC and bank seeding: Complete Aadhaar-based e-KYC and ensure your bank account is DBT-enabled (Aadhaar-seeded) to avoid payment failure.
  6. Track payments: Instalments are credited directly to the beneficiary's bank account; status can be tracked online using the registration/Aadhaar number.

Important Points

  • KALIA's original 5-pillar structure (cultivation support, landless livelihood grant, vulnerable household support, insurance, and 0% interest crop loans) remains the historical basis of the scheme, but active disbursement today happens through CM-KISAN, not a standalone new KALIA cycle.
  • Keep your Aadhaar, bank account, and mobile number updated and linked — most delayed or failed payments trace back to un-seeded or inactive bank accounts.
  • Beneficiaries who received KALIA benefits earlier do not need to reapply from scratch; their records were largely migrated, but it is advisable to verify status online.
  • Grievances regarding missed payments, incorrect beneficiary lists, or refund requests can be filed through the online grievance redressal module on the official portal.
  • Always cross-check scheme updates on the official Odisha government portal rather than relying solely on third-party aggregator websites, since benefit amounts and instalment schedules are revised periodically in state budgets.

Frequently Asked Questions (FAQs)

Is the KALIA Scheme still active in 2026?

The original KALIA Scheme as launched in 2018 is no longer the active disbursement channel. Since September 2024, the Odisha government routes farmer cash support through the restructured CM-KISAN Yojana, which carries forward KALIA's core objectives. The KALIA portal remains available for checking legacy status, e-KYC, and refunds.

What replaced the KALIA Scheme?

The CM-KISAN Yojana (Chief Minister Krushak Income Support Scheme), launched on 8 September 2024, replaced KALIA as the state's primary farmer income-support programme, while continuing to cover both landholding and landless farming households.

How much financial assistance do farmers get now?

Small and marginal farmers receive ₹4,000 per year from the state under CM-KISAN, which combines with ₹6,000 per year from the central PM-KISAN scheme to total ₹10,000 annually for eligible farmers. Landless agricultural households receive ₹12,500 as a livelihood grant.

Can landless agricultural laborers still get support?

Yes. Landless agricultural households remain eligible for the ₹12,500 livelihood assistance, disbursed in three instalments, under the restructured scheme.

What happens to the free life and accident insurance that KALIA offered?

Beneficiaries already covered under KALIA-linked insurance continue to be serviced as per the original policy terms until the state issues updated guidelines; new enrolments should check the current CM-KISAN portal for the latest insurance provisions.

How can I check my KALIA payment history or beneficiary status?

Visit the official portal kalia.odisha.gov.in and use the Beneficiary Status/Farmer List option with your Aadhaar number or registration details to view past payment and e-KYC status.

I am a new farmer — where do I apply now?

New applicants should approach their nearest Common Service Centre (CSC) or Gram Panchayat office to register under the CM-KISAN Yojana, since fresh applications are no longer processed on the original KALIA portal.

What documents are mandatory for enrolment?

Aadhaar Card linked to a bank account, ration card, land records (or a landless certificate from the Gram Panchayat), a passport-size photo, and a valid mobile number are the core documents required for verification and DBT credit.
